To make the wizard not use the project parameters the user needs to uncheck all of the selected directories, subdirectories or files in the project. This can be done by holding the Crtl button and clicking on the selected items.

When nothing is selected: File → New → Other... or simply press Ctrl+N and follow the steps in Wizard with project parameters file enabled.
